Job Summary

This position offers a hybrid work schedule which includes telework days and in office days at a DLI office building.

The Product Owner partners and provides leadership to members of an integrated, cross-disciplinary product team focused on the creation and improvement of Construction Codes and Licensing (CCLD) division systems. The incumbent in this position must be skilled at providing customer insights gained through working with internal and external users of the technology, , and other critical stakeholders. They provide technical expertise, pairing that knowledge with the needs of the customers to deliver prioritized and sequenced enhancements to the tools and processes applied to the work of the division and agency.

Qualifications

Minimum Qualifications

  • Four years experience* in technical product planning ,development and deployment of Software as a Service (Saas) or Commercial Off the Shelf (COTS) or similar systems.
  • Doctorate degree may substitute for two years of experience; Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associates degree may substitute for six months of experience

(1) Skill in management of contract vendors including development of requirements and formal statements of work (SOW)

(2) Ability to analyze and prioritize relevant input and information from different sources, identifying important relationships, and finding root causes of problems experienced by customers and users.

(3) Ability to break complex problems/issues into manageable, actionable components while also; investigating issues systematically to seek solutions.

(4) Communication skills, verbal and written, sufficient to build trust, collaborate, inform, and interact with diverse internal and external stakeholders including individuals from a wide range of backgrounds, including those who may not share your same culture, ethnicity, language, or common experiences.

(5) Ability to build and maintain productive working relationships with customers, vendors, and users to capture needs and desires, and to help push towards a user interface that helps improve targeted outcomes.

(6) Ability to organize and determine resource needs and structuring methods to achieve goals in a team environment.

Preferred Qualifications

  • Understanding of Construction Codes and Licensing business processes, procedures, and data privacy requirements.
  • Knowledge of customer and user experiences with products and services (e.g., iMS, VuSpex, ProjectDox, GIS, etc.).
  • Project Management
  • Language skills other than English (Somali, Spanish, Hmong, Karen or ASL).
