Job Title: Head of Mobile Network Rollout

Department: Network Rollout

Reports To: Executive Management

Role Overview:

We are seeking a seasoned and strategic leader to join our team as Head of Mobile Network Rollout. This pivotal role will be responsible for end-to-end management of mobile network site deployments, ensuring alignment with the company’s strategic goals and compliance with regulatory standards. The successful candidate will bring deep telecom industry experience, excellent project oversight capabilities, and a proven ability to lead cross-functional teams through large-scale network deployment programs.

Key Responsibilities:

  • Strategic Leadership

Develop and execute the overall mobile network rollout strategy, aligning it with organizational objectives, emerging technologies, and market dynamics.

  • Project Oversight

Lead and oversee the execution of multiple simultaneous network rollout projects acrossvarious regions, ensuring timely delivery, cost efficiency, and adherence to quality standards.

  • Team Management

Build, lead, and inspire a multidisciplinary team of engineers, project managers, and field staff to deliver results in a fast-paced environment.

  • Stakeholder Engagement

Coordinate effectively with internal departments (e.g., planning, procurement, legal), external vendors, local authorities, and regulators to ensure seamless project execution.

  • Resource Optimization

Ensure optimal allocation and utilization of resources including budget, equipment, and personnel to maximize ROI and operational effectiveness.

  • Risk Management

Proactively identify project risks and implement mitigation plans to minimize disruptions and ensure continuity.

  • Regulatory Compliance

Ensure all site deployments comply with national and regional telecommunications regulations, safety standards, and environmental policies.

  • Performance Tracking

Define and monitor KPIs to measure rollout performance, identify bottlenecks, and report progress to executive leadership.

  • Continuous Improvement

Foster a culture of innovation by introducing new tools, methodologies, and best practices to improve rollout efficiency and scalability.

Qualifications & Experience:

  • Education:

Bachelor’s degree in Telecommunications, Electrical Engineering, Project Management, or a related field. Master’s degree (MBA or MSc) is an advantage.

  • Experience:

Minimum 10 years of experience in the telecommunications industry with a strong focus on mobile network rollout and team leadership.

  • Certifications:

PMP (Project Management Professional), PRINCE2, or equivalent certification preferred.

  • Technical Expertise:

Deep understanding of mobile technologies including 2G/3G/4G and 5G infrastructure, site acquisition, civil works, power systems, and network integration.

Desired Skills:

  • Strong leadership and decision-making capabilities
  • Advanced project management skills with tools like MS Project, Jira, or Primavera
  • Excellent communication, negotiation, and stakeholder management skills
  • Analytical mindset with the ability to troubleshoot and resolve complex issues
  • Knowledge of local regulatory frameworks and telecom industry standards
