Director of Jail Management

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed at moving the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The New York City Department of Correction Information Technology Unit is seeking a candidate to serve as a Director of Jail Management System. This candidate is responsible for leading the end-to-end delivery of DOC’s Jail Management System Application rewrite.

Key Responsibilities:

  • Collaborate with the System Integrator and key DOC stakeholders to understand end

to end business needs of the current JMS ecosystem and oversee this project from

the start to finish.

  • Must have strong technical knowledge of Microsoft Power Apps and Dataverse.
  • Own end to end system design, ensuring high availability, Fault tolerance and scalability
  • Ensure this solution adheres to DOC’s security, compliance, and governance standards.
  • Collaborate with business and IT leaders to drive JMS digital transformation, enhance

technical capabilities, and promote the adoption of this new system

  • Lead and mentor cross functional engineering teams, including developers, Architects,

SREs and QAs.

Preferred Skills:

  • Knowledge of Microsoft Power Apps and Dataverse, with expertise in system design

for high availability, fault tolerance, and scalability.

  • Ability to ensure solutions adhere to security, compliance, and governance standards

while driving digital transformation and enhancing technical capabilities.

  • Leadership in mentoring cross-functional teams (developers, architects, SREs,

QAs) and managing projects from start to finish.

  • Excellent communication and interpersonal skills to engage diverse audiences.
  • Demonstrated ability to build partnerships and drive cross-functional collaboration.
  • Experience managing budgets, resources, and a multidisciplinary team.
  • Expert in design thinking and agile methodologies.
  • A track record of successful technology ideation and implementation projects.

IT PROJECT SPECIALIST – 95710

Minimum Qualifications

  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • Education and/or experience which is equivalent to “1”, “2”, or “3” above.
