Job Purpose:
The Director, Harassment and Discrimination Prevention and Title IX Coordinator is the designated agent of the University with primary responsibility for coordinating Gonzaga’s Title IX, Title VII, and Title VI compliance efforts. This position proactively works on creating and maintaining Gonzaga University as a safe and welcoming environment for all through outreach, policies and training consistent with the Mission of the University.
Reporting to the University’s Chief Diversity Officer, the Director, Harassment and Discrimination Prevention and Title IX Coordinator works closely with student affairs, human resources, academic affairs, and athletics to coordinate the University’s compliance and educational efforts with regards to Title IX of the Higher Education Act of 1964 as amended in 1972, Title VII and Title VI of the Civil Rights Act of 1964 as well as other laws and rules related to harassment, discrimination, sexual harassment, sexual misconduct, gender, interpersonal violence, sexual assault, and related policy violations on campus.
The Director fosters a safe and supportive environment that is conducive to employment and academic pursuits including the healthy personal development of all persons. The Director develops and implements educational programs regarding harassment and discrimination prevention including sexual harassment prevention, ensuring faculty, staff, and students understand their rights and, where applicable, responsibilities under the law. This role coordinates complaints, investigations, responses, and resolutions to complaints, and collaborates with campus entities and University leadership to identify and address systemic problems.
Essential Functions:
- 40% – Harassment and Discrimination and Title IX Program Effectiveness/Efficiency and Compliance
- Oversees the Title IX Complaint process and the Harassment and Non-Discrimination Policy process.
- Develops and implements all approved changes the Harassment and Non Discrimination and Title IX policies and processes.
- Promotes and serves as the lead for educational programs and initiatives designed educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under the Harassment and Discrimination policy, and Title IX compliance, including reporting options/responsibilities, support services, University policy and applicable disciplinary code, grievance procedures, confidential resources, etc.
- Oversees website, communications, and resources for complainants and respondents of complaints.
- Participation on, and/or ensures appropriate representation on cross-functional committees that have Title IX and harassment and discrimination impact such as Title IX Task Force, BIT, Threat Assessment, Risk Management, BIAS Team, etc.
- Administers the discrimination and harassment, and Title IX program in accord with Federal, State and University rules, regulations and policies.
- 40% – Strategic Leadership for Harassment and Discrimination, and Title IX Investigation and Support Services
- Oversees, coordinates, and ensures investigations of reports and complaints of discrimination and harassment, and sexual misconduct are adequate, reliable, timely, confidential and impartial.
- Evaluates and determines merit/no merit of complaint claims as well as the forwarding of cases the appropriate university official, or hearing officer and Resolution Center for adjudication.
- Supports the university’s policies, Faculty Handbook, student conduct process, and university conduct board.
- Trains and supervises the work of the designated investigator(s); Deputy Title IX Coordinators, and other related staff.
- Identifies and coordinates support services with the University’s confidential advocate, local victim advocacy organizations and service providers.
- Identifies systemic problems relating to complaints and determines whether campus-wide resources would be recommended in response, including review and revision of the University’s Title IX policies, increased monitoring, supervision or security at locations where sexual misconduct is reported to occur, and increased education and prevention efforts to targeted populations.
- Collaboration with leadership and campus constituencies to disseminate information, redesign processes, and support the University’s complaint and investigative processes; collaborate and coordinate with compliance partners within the department and across the institution to support the University’s overlapping compliance needs and responsibilities.
- Coordinates review, renewal and update process for Title IX related Memorandums of Understanding with external partners annually and as needed.
- 15% – Reporting, Documentation, Recordkeeping, and Metrics
- Ensures ongoing compliance with harassment and discrimination prevention and Title IX by collecting and analyzing data, writing comprehensive reports and maintaining records of investigations; monitors all other aspects of the University’s Title IX compliance as well as compliance with Title VII and Title VI.
- Utilizes internal case management system to maintain data as derived from cases that fall under Title IX and/or the Harassment and Non-Discrimination policy.
- Prepares reports and evaluates strategies to utilize data for decision making and planning and works with Institutional Research/HRIS to develop a dashboard for improved visualization of key data and reports.
- Creation of Title IX and harassment and discrimination prevention reports and performing data analysis for program mentoring and maintaining files and documentation as required by internal practices and governing regulations, including routine auditing of relevant files.

In lieu of the educational qualifications, candidates may qualify with equivalent professional experience at a ratio of one year of experience for each year of required education.
Skills & Abilities:
Experience in higher education.
Comprehensive knowledge of EEO, Civil Rights, Title IX, VAWA, and Clery.
Demonstrated knowledge of Title VII, Title VI, and the ADAAA.
Experience developing protocols and strategies which address Title IX.
Experience conducting and overseeing investigations into reports of harassment, discrimination, sexual misconduct, relationship violence, and stalking.
Knowledge of and experience with issues related to gender-based violence, including sexual misconduct, relationship violence, and stalking.
Experience conducting in-person prevention education regarding harassment, discrimination, sexual misconduct, relationship violence, and stalking.
Ability to work with sensitive and stressful situations in a professional and confidential manner.
Ability to accurately analyze, summarize and apply legal and policy standards to factual situations.
Demonstrated ability to communicate effectively on sensitive issues, as well as adjust communication style when needed (student, staff and faculty populations).
Demonstrated ability to serve people with various backgrounds, identities, and experiences.
Ability to manage multiple and competing priorities simultaneously.
Proficiency with computer applications; Word, Excel and PowerPoint.
Preferred Qualifications:
Juris Doctor, strongly preferred.
Student conduct experience in K-12 or Higher Education.
Title IX, EEO, or PHR/SPHR certification.

The budgeted salary range that the University reasonably expects to offer for this position: $83,400 – $111,200 / year
Pay Range:
Minimum Salary (Annualized 12 months and 40 hours/week): 83,400
Midpoint Salary (Annualized 12 months and 40 hours/week): 111,200
Maximum Salary (Annualized 12 months and 40 hours/week): 139,000
