The Opportunity
The Credit Risk Review (CRR) group, led by the Head of CRR, is responsible for independently evaluating the USAA Federal Savings Bank’s (Bank) credit risks of exposures from both lending and non-lending activities to opine upon the effectiveness of first line and second line of defense credit risk management practices and credit quality in fulfillment of regulatory expectations for safety and soundness.
- CRR reports administratively through Bank Audit Services, functionally to the Bank Board of Directors, and is governed by the CRR Policy and the Interagency Guidance for CRR Systems
- CRR conducts its work through execution of its Programs in adherence to the CRR Business Plan. The CRR Programs include but are not limited to Continuous Monitoring, Periodic Reviews, and Portfolio Assessments.
- Results are reported to executive & senior management, the USAA Board of Directors’ Risk & Compliance Committee, the Bank Board of Directors’ Finance & Audit and Risk Committees, and the Bank Credit Risk Management Committee.
As a key leader, the Director of CRR Practices will lead, coordinate, manage, and develop a team of Reviewers. The team is established and looking for a Director that will lead them into the future. The key focus of the CRR Practices Team is to establish, maintain, evolve, and lead all aspects of a core program to ensure the effectiveness, consistency, & adherence to regulatory expectations and USAA governance protocols. It instills and implements CRR administrative practices and delivers CRR’s Quality Assurance Program. The Director is responsible for:
- The vision, oversight, planning, and timely execution of the Quality Assurance Business Plan, inspecting the work of the Retail, Wholesale, and Data Analytics Teams
- Delivering high quality regulatory, Board, and Committee reporting
- Leading all aspects of Issues Management routines
- Leading the process framework, risk & controls oversight, policies, procedures, guidelines, and change management activities
- Coordinating external exam management in collaboration with the Audit Services Professional Practices Group
- Innovating for the future, supporting critical initiatives and improvement
- Owning and developing CRR’s system of record in Archer

What you’ll do:
- Accountable for timely delivery and strong quality execution of business plan activities, programs, reports, memos, and issue validation; ensuring the appropriate credit risks are covered for assigned areas of responsibility.
- Builds, leads, and supervises a team of employees for assigned functional area with the requisite knowledge, experience, and skills necessary to implement the business plan and CRR programs. Manages through ongoing execution of recruiting, training, skills assessment, development, retention, coaching, support, performance management, and other administrative activities.
- Leads all aspects of the preparation of key reports and communications. Presents to governance committees, senior leaders, and regulatory bodies.
- Provides effective challenge and approval of Periodic Review planning, scoping, fieldwork, and reporting, along with other applicable CRR programs. Provides insights in reviewing CRR-identified issues. Recognizes and communicates impact of related internal issues and regulatory feedback on CRR engagements and the bank’s credit risk profile.
- Leads the implementation and monitoring of CRR programs; identifies and recommends CRR operational improvements. Proactively identifies potential process concerns and follows-up to resolve issues with CRR Leadership.
- Communicates effectively with key partners and regulators to ensure CRR programs’ objectives are effectively met, contribute to the overall mission of USAA, and that risk-based difficult messages are delivered timely and effectively.
- Responsible for reviewing and challenging results of Continuous Monitoring, Periodic Reviews, and Portfolio Assessments and providing input into the creation of the credit risk profiles. Responsible for the development of the business plan for assigned areas of responsibility including risk-based coverage of actual and emerging risks.
- Updates the CRR universe credit risk assessment information with current and applicable research, industry feedback, and CRR results. Reviews CRR universe for completeness for areas of responsibility.
- Shepherds the issues management process within CRR and with responsible partners. Responsible for providing oversight of issue severity and impact to business processes and the credit risk environment.
- Raises broad and systemic themes to CRR and business leaders. Provides sound inputs to CRR reporting for committees and the Bank Board of Directors.
- Effectively challenges business management to embrace appropriate methodologies and controls crafted to mitigate risks.
- Develops, manages, and champions critical initiatives. Accountable for high quality results and providing technical CRR engagement oversight and approval at various stages of CRR programs and reporting. Ensures fiscally responsible expense management.
- Serves and partners with subject matter experts within CRR or the business to analyze issues, assess risks, and build and maintain constructive partner relationships to ensure CRR objectives are effectively met.
What you have:
- Bachelor’s degree in business or a relevant field such as Finance, Economics, Accounting, or Business Administration OR Four additional years of related experience beyond minimum required may be substituted in lieu of a bachelor’s degree.
- 8 years’ CRR, audit, credit risk management, or regulatory experience in banking or financial services.
- 3 years of direct team lead or management experience leading and directing work with both internal and external partners in a highly collaborative environment. Experience training, mentoring, coaching, and providing feedback to employees and peers.
- 4 years’ experience leading CRR programs or applying risk, audit, or compliance acumen in a complex operational and regulatory environment.
- Experience directly leading or handling work of both internal and external partners.
- Strong and comprehensive experience in CRR methodology or credit risk principles with experience in credit risk examining, analyzing, assessing, and drawing conclusions from underlying work.
- Demonstrated experience effectively communicating and challenging business process and procedures with business partners and leaders.
- Demonstrated critical thinking, knowledge of data analysis tools and techniques, and decision-making abilities.
- Experience in a dynamic environment undergoing change; ability to successfully lead and adjust through competing priorities.
What sets you apart:
- Proven experience in CRR, Credit Review, or Loan Review at a large financial institution are required
- Experience and proven abilities in Wholesale credit risk is necessary
- Possess intellectual curiosity and enjoy solving difficult business problems in innovative and creative ways

- Excellent verbal and written communication and interpersonal skills required with ability to present complex and sensitive issues to management with actionable recommendations

- Prepared to travel as required
Compensation range: The salary range for this position is: $143,320 – $273,930.
Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location.
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
