Job Summary
- This position has a work arrangement that may allow for a mixture of working in our office and telework.

In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.
This position exists to execute the Commissioner of the Minnesota Department of Human Services responsibility for administrative and regulatory functions related to licensed and certified child care centers. This position exists in the Department’s Office of Inspector General (“OIG”), Licensing Division, Child Care Center Licensing and Certification Unit. Under the administrative direction of the Unit Manager and under direct supervision of the Unit Supervisor, this position exists to research, design, develop, manage and provide training for licensed and certified child care centers on pre and post-licensure requirements in Minnesota Statutes, Chapters 245A, 245C, 245H, and 260E; and Minnesota Rules, parts 9503.0005 to 9503.0170.
Responsibilities include but not limited to the following:
- Train child care center providers to effectively and efficiently navigate pre and post-licensure requirements and processes.
- Responsibility for engaging providers, applicants and stakeholders from diverse cultural backgrounds and business communities on the intersection of child care center licensing, certification, health and safety requirements and adherence to sound business models for starting a licensed or certified child care center.
- Lead the design, development, and implementation of a statewide license and certification holder pre-licensure orientation session and post-licensure training workshops for newly licensed or certified child care centers.
Qualifications
Minimum Qualifications

Experience must demonstrate the following:
- Researching, developing, and delivering training to a diverse audience using mixed delivery systems.
- Developing plain language training curricula and materials.
- Proficiency with MS programs such as Word, Excel, Outlook, PowerPoint and Access.
- Experience using technology and multimedia visual aids to enhance efficiencies and improve customer experience.
- Experience in oversight of or monitoring compliance with state and federal child care center rules, regulations, and laws.
Preferred Qualifications
- Bachelor’s degree or higher in Human Services, Social Services, Education, Child Development, or other related fields to the position may substitute for 1 year of experience.
- Experience providing training to licensed or certified child care center staff.
- Experience with multimedia curriculum development and delivery for adult learners.
- Assisting the public in understanding legal requirements of statutes and laws.
- Experience assisting non-English or Limited-English speaking communities with understanding statutes, rules and form completion workflows.
- Variety of experiences working effectively with others from different backgrounds and cultures.
