The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.

The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. About the Enterprise Portfolio Management Office (EPMO)

The purpose of the EPMO is to ensure that positive intentions are guided by disciplined program, project and change governance, resulting in the realisation of benefits in line with the Commission’s strategic objectives.

The EPMO is comprised of three function and service areas:

  1. Governance and Tools,
  2. Implementation,
  3. QA, Audit and Analysis.

The functions and services provided by the three areas are as follows:

Governance + Tools:

Development and maintenance of Program, Project and Change Governance and Management templates, frameworks, artefacts, tools, reporting and forums.

Implementation:

Enable implementation including: provision of advisory and support services and capability uplift for enterprise-wide use of Program, Project and Change Governance and Management templates, frameworks, artefacts, tools, reporting and forums; provision of implementation resources, including Program/Project Managers, Project Coordinators, Change Managers and Change Analysts (in hub n spoke model).

QA, Audit + Analysis:

The provision of QA and audit services and data analysis to ensure program, project and change data quality and integrity and to interpret and present data to inform enterprise-wide decision-making, prioritisation, risk and change management and benefits realisation.

About the Role

The Program Change Manager is to develop and maintain a Commission-wide change management framework. Additionally, the role provides a whole-of-Commission view of change, enabling greater effectiveness and delivering improved change management outcomes.

Until recently the Commission has had in place a small project management office, which has focussed on the monitoring and management of a small number of major and strategic projects. The Commission has recently stood up an EPMO to replace the PMO. While the framework has been established, there is considerable work to be undertaken to develop the systems, processes and capability to operate effectively as an EPMO. It is expected that the Program Change Manager will engage across the Commission with focus on the communications and learning teams. Additionally, the role will coach project change managers on the Commission’s change management framework and provide advice to projects without specialised change managers.

Position Duties:

  • Implementing the Change Plan for the rollout of the EPMO
  • Assisting in the implementation of the Change, Communications and Training plan for the Commission-wide capability uplift of program, project and change governance and management frameworks, including capacity development activities for the use of the Altus PPM Tool
  • Maintaining and contributing to the ongoing improvement the change management framework for the Commission.
  • Developing and maintaining tools, resources and other materials to reinforce and support the use of the change management framework.
  • Development of policies, processes and procedures as required to support the change management activities at the Commission.
  • Coaching change managers on the effective use of the change management framework and associated tools.
  • Assist in the development and implementation for uplifting change management capability across the Commission.
  • Assist in the development of reporting on organisational change management metrics.
  • Assist in the development and implementation of a quality assurance process around change management in projects.
  • Assist in the management and coordination of staff and internal resources as required to support project work.
  • Assist in the procurement of services, contractors and consultancy as required including tender processes and contract management.

Position Eligibility Requirements (Selection Criteria):

To be successful in this role you will need to demonstrate the following:

  • Experience and knowledge of change management principles, methodologies and tools.
  • Exceptional communication skills, both written and verbal.
  • Flexible and adaptable, able to work in ambiguous situations.
  • Problem solving and root cause identification skills.
  • Familiarity with project management approaches, tools and phases of the project lifecycle.
  • Outstanding capacity to deliver high quality results to deadline, with good attention to detail.
  • Strong capacity to influence peers and senior managers.
  • Accredited in one or more organisational change methodologies.
  • 5 + years’ experience in organisational change management.

Desirable requirements:

  • Experience using PPM Tools, Power BI and Agile approaches to Project Management
  • Experience with organisational development, change or business improvement programs.
  • Understanding of the Commission’s internal and external operating context.

Position Notes:

  • Salary offered will be between $114,247 – $130,300 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
