Director of Procurement

Job Summary
This is professional procurement management work in overseeing the organization’s procurement function. This position is responsible to guide, supervise and review the work of the procurement specialists, procurement administrators and contract administrators throughout the process of evaluating suppliers, conducting interviews with vendors, negotiating supplier agreements and managing supplier and vendor contracts. Work requires seasoned knowledge of public or governmental procurement principles, practices, procedures, rules and regulations which are gained through a combination of education, training and experience. This position is also responsible to guide, supervise and review the work of the warehouse manager. The work is performed following clearly defined management principles and policies and involves the frequent use of independent judgment in the search for effective solutions to issues as they arise. Interaction with others requires skills in understanding people, sensitivity to diverse points of view, and the persuasiveness and/or assertiveness necessary to influence behavior, change opinions or turn a situation around. The work is performed following diversified procedures and specialized standards that involve a variety of situations requiring the use of judgment in resolving issues as they arise. The work is performed in an office environment where the employee operates a computer along with other standard office equipment. The work is performed under limited supervision where work assignments are subject to established procedures, practices and standards and the employee is given the freedom to determine how and when expected results are achieved. The work is reviewed in terms of feasibility, compatibility with other work projects and effectiveness in achieving expected results.

Essential Functions

  • Manages and actively participates in the day-to-day activities associated with the Jacksonville Aviation Authority’s (JAA’s) centralized procurement function.
  • Ensures the procurement of the highest quality of supplies, contractual services, professional services and capital improvements at the greatest economic value.
  • Supervises the contract drafting, execution, amendment, renewal and coordination with various departments.
  • Ensures compliance with JAA’s Procurement Code and applicable laws, statutes, rules, regulations, policies and procedures governing JAA’s procurement and warehousing functions.
  • Prepares and publishes rules and regulations governing bid protests and coordinates the process associated with responding to and/or hearings for the same in accordance with JAA’s Procurement Code.
  • Assists with FAA and Title VI compliance, as well as compliance with other federal and related requirements concerning small/minority business outreach and utilization.
  • Assists with the proper percentage participation reporting with respect to the use of small/minority businesses.
  • Assists with managing the surplus and disposal of tangible property.
  • Perform related work as required.


Knowledge, Skills & Abilities

  • Knowledge of relevant procurement, legislative and regulatory requirements.
  • Knowledge of standard contractual terms and conditions.
  • Knowledge of public purchasing activities.
  • Knowledge of sourcing and procurement techniques necessary to ascertain market trends.
  • Knowledge of Oracle and/or similar third-party procurement and inventory management software, as well as standard office software applications.
  • Proficiency in Microsoft (Excel, Word, Power Point).
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills, with the ability to negotiate.
  • Strong analytical, critical thinking and problem-solving skills.
  • Ability to interpret contract language and other legal documents.
  • Ability to influence decision making and impact outcomes.
  • Ability to make sound business decisions.
  • Ability to collect and analyze data.


Required Education & Experience

  • Bachelor’s degree in Procurement, Logistics, Business or a related field and
  • 5 years of experience in public procurement or a closely related field.


Preferred Education & Experience

  • Professional Procurement Certification


Licenses & Certifications

  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge
  • Florida Class E Driver’s License may be required and must be maintained


Work Environment

The physical demands consist of moving from one work location to another, sitting or standing at a workstation for extended periods of time and may involve lifting objects weighing up to 15 pounds.
