About The Role
As the Director, Rolling Stock, you are integral to the success of V/Line’s Network Development, Assets, and Maintenance (NDAM) Group.
The Network Development and Maintenance Group has responsibility for the provision and management of a safe and efficient rail network to support V/Line operations. This includes planning and development for future timetabling, the rolling stock and infrastructure requirements and current network, fleet maintenance and asset management
The Group is also required to work in partnership with the Department of Transport and Planning to ensure that standards and approaches are consistent across transport agencies and work to achieve a well-functioning, integrated Victorian transport system.
Reporting to the Executive Director Network Development, Asset & Maintenance, the primary objective of the Director – Rolling Stock is to lead a team of professional staff that provides technical and contract management support to ensure the cost effective and efficient delivery of rolling stock to provide V/Line timetabled services across Victoria
Key accountabilities include:
- Provide leadership to the Rolling Stock team to ensure employees are engaged in the delivery of strategic requirements and foster an environment of continuous improvement.
- Effectively manage the Regional Rolling Stock Maintenance Contract and manage the financial outcomes, risk management and stakeholder engagement and satisfaction in line with V/Line targets for availability and reliability.
- Oversee budget allocation, cost control, and financial reporting for the Rollingstock projects program to ensure that projects are developed within the financial requirements.
- Foster strong, collaborative relationships with internal and external stakeholders to ensure alignment and successful program delivery
- Lead, coach and mentor a multi disciplined team with a focus on building capacity and capability of staff and championing continuous improvement.
- Provide technical guidance and expertise to the business for preventive and predictive maintenance programs to collaboratively manage and mitigate service disruptions.
- Liaise with key Government representatives, agencies and industry bodies regarding Rolling Stock projects and foster strong relationships to ensure alignment and successful program delivery.
- Undertake root cause analysis as required under the Enterprise Asset Management Framework (EAMF).
- Maintain a 24×7 interface between Service Delivery and the rolling stock Maintenance Contractor.
- Develop and execute Reliability Growth Plans with key stakeholders for each Rolling Stock type with a view to sustaining and improving the performance of the Fleet.
- Manage and authorise configuration changes, DMS Interface and the RS Infrastructure Interface.
- Implement and maintain conformance with the Enterprise-Wide Risk Management Framework in areas of responsibility, including risk assessments and reviews, controls and actions monitoring to ensure risk is managed within approved tolerances.
About You
Your role will also manage changes to technical maintenance plans, asset configuration and lifecycle assessments, as well as the provision of the annual asset condition, integrity and compliance reporting and any technical/engineering investigations as required.
This position is responsible for providing staff a safe workplace where risks are identified, understood and managed and a safe environment for customers and visitors is maintained.
As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills
Our ideal candidate will possess the following:
- 10+ years of Rolling Stock experience
- Tertiary qualifications in Mechanical and/or Electrical Engineering are highly desirable
- Post Graduate rolling stock qualifications are highly desirable
- Track Safety Awareness Level 3
- Demonstrated substantial experience within the rail industry managing Rolling Stock
- Ability to manage the rolling stock maintenance contract within agreed budget and to the required contract conditions and KPIs with full delivery of the rolling stock annual maintenance plan.
- Ability to ensure Rolling Stock Fleet Performance is above the required minimum KPIs.
- Ability to maintain a 24×7 interface between Service Delivery and the rolling stock maintenance contractor.
- Ability to ensuring successful delivery and introduction of new rolling stock
