Primary Purpose:

Contributes to assigned unit’s financial success by examining budget estimates for completeness, accuracy, and conformance with procedures and regulations. Analyzes budgeting and account reports.

Essential Job Functions:

1. Plans, directs, supervises, and coordinates work activities of subordinates and staff, as applicable, including hiring, coaching, evaluating, and terminating.
2. Prepares, examines, or analyzes accounting records, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
3. Reports to management regarding the finances of assigned unit(s).
4. Develops, maintains, and analyzes budgets, preparing periodic reports that compare budgeted revenues and expenses to actuals.
5. Analyzes business operations, trends, costs, revenues, financial commitments, and obligations to project future revenues and expenses or to provide advice.
6. Interprets budget directives and ensures compliance.
7. Reviews purchase orders, check requests, expense reports, journal entries, and/or budget transfers for accuracy, and approves or denies.
8. Compiles budget data and documents, based on estimated revenues and expenses, previous budgets, and actual results.
9. Reviews operating budgets to analyze trends affecting budget needs, and takes corrective action when needed.
10. Analyzes monthly department budgeting and accounting reports to maintain expenditure controls.
11. Compiles and analyzes accounting records and other data to determine the financial resources required to implement a program.
12. Provides advice and/or technical assistance with cost analysis, fiscal allocation, and budget preparation.
13. Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.
14. Matches appropriations for specific programs with appropriations for broader programs, including items for emergency funds.
15. Summarizes budgets and submits recommendations for the approval or disapproval of funds requests.
16. Performs accounting functions related to grants and contracts, including assisting in the development of budgets, approving expenditures, preparing invoices, and ensuring all accounting activity complies with the sponsor’s policies and procedures.
17. Directs the preparation of regular and special budget reports.
18. Serves as a liaison between college administration and university central finance office.
19. Seeks new ways to improve efficiency, reduce costs, and increase profits.
20. Completes special projects as assigned.
21. Performs other duties as assigned or required.

1. Economics and Accounting – General knowledge of economic and accounting principles and practices, and the analysis and reporting of financial data.
2. English Language – Advanced knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
3. Administration and Management – General knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, human resources modeling, leadership technique, and/or coordination of people and resources.
4. Customer Service – General knowledge of principles and processes for providing customer focused support and services.

Required Certifications/Licensures:

Required Education: Bachelor’s Degree

Major (if required: Finance or Accounting

Required Experience: Six (6) to eight (8) years of accounting or finance related experience.
